According to the Regulation on Insurance Agencies:

Minimum Paid-Up Capital and Assets

(ARTICLE 9)

The declared assets of real person agencies and the minimum paid-up capital of legal entity agencies, based on the company type as determined by the Ministry of Customs and Trade, must not be less than 50,000 TL.
Agencies planning to expand by opening branches must have a minimum capital of 300,000 TL for the main office and an additional 25,000 TL for each branch. For those conducting only remote sales without branches, the minimum capital requirement is also 300,000 TL.
Agencies that operate through branches or engage in remote sales must maintain equity equivalent to at least 4% of the total premium amount mediated during the year as of the end of the year. This equity must not fall below 300,000 TL under any circumstances. If additional capital is needed, it must be completed by the end of June of the following year.
At least 50% of the minimum paid-up capital and declared assets must consist of cash, deposits, or easily liquidated investment instruments such as government debt securities.

Certificate of Conformity and Registration in the Registry

(ARTICLE 10)

Agencies cannot operate without being registered in the Registry. Before registration, individuals or entities intending to act as insurance agencies must obtain a certificate of conformity from the Undersecretariat.
Applications for the certificate of conformity are submitted to chambers designated by TOBB (The Union of Chambers and Commodity Exchanges of Turkey). The application requires documents verifying compliance with the conditions set out in this Regulation and as determined by the Executive Committee.
TOBB forwards agencies' applications with complete documentation to the Undersecretariat. Those deemed suitable by the Undersecretariat are reported back to TOBB for Registry registration. This notification serves as a certificate of conformity for the respective agencies.
Agencies registered in the Registry are announced on TOBB’s website. TOBB determines the information published within this scope with the approval of the Undersecretariat.

Professional Liability Insurance

(ARTICLE 11)

Agencies are responsible for damages caused by their professional activities.
The Undersecretariat is authorized to require insurance or similar guarantees to cover the liabilities mentioned in the first paragraph.
